You've picked a fine weapon in the 98B. Mine is a few months old and she's a shooter. So far the best results accuracy-wise has been with the Lapua 250gr lock base. I run a USO SN-3 3.2x17 TPAL on mine and went that direction because I have one on my practice rig (DPMS SASS). 22-25x magnification would be nice but magnification can be a double-edged sword. As some have mentioned you lose FOV. Another issue is mirage which gets worse when you crank up the magnification. In the case of the 98B, some of this mirage is induced by the barrel. either way its a personal choice. When I'm shooting distance seeing the holes is not important to me and I typically shoot steel. The trick to using swingers is to use a heavy enough plate so it won't wrap around the stand. My only regret is that I didn't wait for the MRAD...the ability to convert to .308 would have been a big plus.
